Penetrating only counts Normal Body rolled on the dice, and you're not rolling any dice (or at the very least, 1 pip would be a 1 on a die, which means zero body). A 1d6 RKA with Penetrating stands a good chance of doing so, though. Xd6 RKA, Penetrating, Area Effect, only vs. electronics and electronic foci is my preferred method of building EMPs in Hero.

Re: regeneration and bleeding Hm. Reminds me of a game once where I was playing a psionic character with an Intelligence Aid. Every time someone in the group said something stupid, I'd use it on them without asking, essentially my IC way of asking 'are you SURE that's a good idea?'

Re: regeneration and bleeding I have generally ruled that most forms of Regeneration prevent bleeding out, but Body damage is rare enough in my games it usually isn't an issue. The Regeneration is usually a minor expenditure in the 'it makes sense for the character', rather than 'I expect to take craploads of Body damage on a regular basis'.

Re: KAs vs CvK One has to remember, that in character terms, an attack doesn't have to be a Killing Attack to be lethal force. An 8-10d6 normal attack can drop a normal person to dying. The character in question simply needs to use his powers wisely. Using a KA on walls, foci, vehicles, automatons, or villains who can very obviously take it, like Grond or Dr. Destroyer is not a problem. When I played HERO more often, I had characters with KAs and CvK's all the time. It was just a matter of using them judiciously. I also made sure I had a Stun-only Energy Blast for the soft targets, too.
