I disagree. It is entirely possible the player is saying "I never expect to use this so it is no good to me. Let me trade it for something that will be of use to me." Then the GM decides that everyone is going to end up with bicycles and this character only gets the frame with no wheels. Which is why discussion between the GM and players is important when making characters, campaign expectations, etc.
