    Depends on how the Darkness is defined. Images (Light Source) can cut through Darkness. Change Environment (Bright Light) can cut through Darkness. All depends on how the Darkness is defined.

    Choosing one over the other, at some point a GM is going to step in and ask "why?" and vet your character. At 96 Charges/day I'd just tell him to buy it without.

    Just because the roll was made doesn't mean that the hunted would show. It means that the hunted was doing something where the character was involved.

    Player characters would be stand-outs from the rest. Much like the characters in the show are more capable than the ones that make brief appearances.

    Ninjas were assassins, saboteurs, spies, etc. serving clan/daimyo/shogun. Rogues are scoundrels, con men, rake hells, and thieves.
