Villains don't all need to be balanced. It depends on what their place in your world is. There is no way that Penguin is as capable as Batman. Penguin is a planner. Not a fighter.

Sword isn't a danger. Easy to disarm. He's got a loose grip on it.

The Punisher with his Battle Wagon. Captain America with van/motorcycle. Moon Knight with his toys. The problem with Marvel, is the ones that were about their vehicles were usually toy tie-ins.

Wash from Firefly was a hotshot pilot. For Marvel I'd go with Ben Grimm.

You don't think having your target suddenly being 6 inches tall and able to hide easier isn't a negative feature to the character with the shrinking attack?

Eh, so it is. Never noticed. Most likely because no one has found need to use it.

Teleportation doesn't interact with PD/ED, so I don't know where the idea that AP would bypass a "cannot" comes from.

Unless something has changed, AP reduces the target's defenses. Nothing more.

There are several different archetypes available under F2P. A lot of costume pieces are locked until you buy the set for them or find them in play. You can try things on, tho.
