The guys in Standards and Practices on the other hand, were old, straight-laced and almost completely oblivious to contemporary culture except for what they read in Times or Newsweek. In the video the host of that segment refers to the song as a "modern spiritual". I'll bet when the guys in S&P read "Jesus" in the lyrics they probably figured it was about religion and signed off. I'll bet they looked right at "toke" and had no clue as to the meaning of the word. Meanwhile, the guys responsible for getting "One Toke Over the Line" national exposure were laughing themselves silly over how easy it was to get it on the program.
