It's a product of the end of the boom years of the Japanese economy, I think. They still have a culture that will try to work them to death (note that Truck-kun's target looks very ill), but a reality that actually offers them limited success. So Truck-kun sending them to an afterlife of minimum effort (and yes, that license plate reads "Ascent to Heaven" is a story a fair number of them want to see. This is actually a joke about the isekai harem genre, there's no series to go with it.
