Mark Rand
I've been following this for a while and note the references to both the Oz series and Scarecrow and Mrs. King.

steriaca
Well, if Scarecrow is after brains, would Tinman be after hearts? And how would the Cowardly Lion get nerves out of someone's body anyways?

JmOz
Woodsman is sociopath (without empathy or heart). The lion as a collar that makes it in a constant FFF state, and leans towards Fight

Essentially a Metamorph archetype: can bend, twist, or fold himself into various shapes and sizes; can extrude straw to stretch himself. Very hard to hurt -- nothing solid to break from a blow, and penetrating weapons just pass through. Vulnerable to fire, though. Maybe take Intangibility, take the cannot pass through solid objects Lim. Squeeze in & around objects? Maybe it could simulate loose stuffing when hit? Matt the Bruins
Maybe make the code name a play on words and have Scarecrow be one of the Ravens of Dispersion (the Harab-Sarapel from 4th edition's Super-Mage Bestiary). They're plenty scary.

He works under Foxbat and causes Foxbat some, um, leadership problems but nonetheless works under him. He's basically a guy wearing a scarecrow outfit. His powers are he throws little pumpkins that explode to varying effects. He also uses an wand that shoots electricity. Yes, he has damage resistance; however it's got a special effect rigged into the outfit where attacks (such as a sword, spear, etc) might appear to go through him and he laughs it off. No fear attacks from him. He's also very good at being Stealthy (18 or less).
Mister E
A genius logician who is a master at successfully employing straw man arguments to achieve tactical advantages & commit crimes. A virtuoso at bearing false witness against heroes. Extremely mocking. Extraordinary impersonation skills.
ned-kogar
I had a Scarecrow character, similar to Lord Liaden's suggestion, adding an Absorption from Body to Presence - the more battered he got, the more demonically frightening he became.
