Given artificial Kryptonite would be Luthor's holy grail, and he doesn't seem to have managed it... Anyway, I'd give this fight to PG. A websearch reveals that Firestorm did once create Kryptonite during the Trinity War at the urging or Amanda Waller. But... It was incredibly difficult and took time, so unless he had time to prepare I don't think he could do it on the fly, It was apparently never actually used, so we don't know if it really worked or not, and It was New 52, and thus best forgotten. It definitely was during her Pre-New-52 solo series, and was commented on a few times. I believe in the New 52 continuity the fact that she was Supergirl from Earth 2 eventually became common knowledge among the superhero community, but I have no idea if that was general public knowledge.
