The Limitation with which Combat Luck is built is Luck-Based, which the text of the Talent describes in non-exclusive terms. Can the GM envision a way in which the special effect of the Talent would let a character avoid an Area-affecting attack? If so, then the defense provided by the Talent applies; otherwise it doesn’t. In my campaigns, Combat Luck generally applies to reduce Area-affecting damage, but there are situations in which I’ve ruled otherwise, and I can see where some GMs might not allow it at all.
