Does Dispel vs. a power that is Usable On Others on a Recipient (rather than a Grantor) go against the full Active Points (including the UOO Advantage) or just the Active Points applicable to the Recipient being targeted?
For example, a mage casts Mass Steelskin: Resistant Protection 10 rPD / 10 rED, Usable On Others (8 Recipients simultaneously; +1). An enemy mage hits the mage's fighter companion with a Dispel (any one magical effect). Does he need to beat 30 AP, or 60 AP?
