Follow-Up Question 2: Damage Negation and Active Points

In the case of Damage Negation versus powers with Advantages, does it matter whether or not the Advantages affect damage?

 

Is a power with "Reduced END - 0 END (+1/2)" treated the same as a power with "Penetrating (+1/2)" when it comes to applying Damage Negation? We compare the Active Points to the Damage Negation in both cases?

We're talking about Damage Classes here, and the only Advantages that affect how DCs are calculated are those that affect how damage is dealt, as discussed in 6E2. So Reduced Endurance, for example, wouldn't be considered for purposes of DCs, and thus not for Damage Negation either.
