Variable Advantage

Can one of the advantages of "Variable Advantage" simply be addidtional raw power?  For example, 8d6 Energy Blast with +1/2 Variable Advantage could be a 12d6 EB? My argument being it's the same active points and doesn't really impact game balance any more than a 8d6 EB w/ Armor Piercing.

But as always, what any GM’s willing to permit (regardless of the rules as written) is entirely up to him.
