In Volume 1, p153 (the mental powers overview section), under Limitations for Mental Powers, There is the entry "Based on Con", and in the description of the limitation, the target's Phys or Energ Def applies (chosen when power bought), not Mental Def.
At the end of the description, a way to built a "mind drug" is given, with AVAD (defense is PD).
Must AVAD be included in order to get a PD (or ED if its what applies to the power when bought with Based on Con) defense at all? otherwise there is no defense (like laking mental defense)?
