In my field, "Charlotte the Harlot" refers to a specific individual, Charlotte Moore Sitterly (who published under Moore, her maiden name), who measured spectral line intensities and wavelengths for the National Bureau of Standards literally for decades. She passed away in early 1990 after a long career of measuring basic data. The "Harlot" label is purely the rhyme ... no personal information to it.
