Assuming it was safe for livestock, I think Nepal's point is that they want to insure it doesn't get redistributed to humans instead. IOW, they aren't going to trust the UN. Can't say I blame 'em. Sounds like the definition of First degree, Premeditation. Those caught will probably get a slap on the wrist, even if they ones who assaulted the shopper in the powered cart are caught.
