I could easily see his extra STR, DEX, CON, BODY, PRE, COM, PD, ED, and SPD being bought as only in heroic ID. Maybe the armor and movement multipower is Only in Heroic ID? I can see the Hulk using those powers but not the baseline Dr. Banner. And if you're going to be true to the comics, I'd think of adding a Leaping slot that has megascale, though I admit that I haven't done the math to figure out the extra distance you might get from megascale. If you're going for the movie version of the Hulk, you could add a Swinging slot to the multipower to represent the "super-parkour" power he displayed jumping from building side to building side in the Avengers movie. Naturally Her Magic Lasso (Stretching/Mind Control) could be bought as a OAF if there was a possibility of her losing it. If you watch Justice League Unlimited you'll notice that no matter when she's captured the lasso remains on her belt. Lynda Carter had her lasso taken but only after she was chloroformed so it would have been a OIF. Technically Wonder Woman lost her strength when she had her magic belt taken (an IAF) or had her bracelets chained together by a man (which would have to be built as an Entangle No Range) and if her bracelets (OIF) were removed they would trigger an Enraged while they are off her wrists.
