FLASH question

On page 226 of volume 1, there is a flash power example called Shrieker Alarm. It does not have the area affect advantage. Does that mean when the alarm goes off only one person will hear it?

 

Same question for the stink bomb.

 

I am trying to make a blinding light that will affect all people who see it and I am trying to figure out whether or not I need to buy AE.

 

Apologies if this has been answered before, but these forums are very slow and my searches seem to always end with the site timing out.

If you want to affect a lot of targets in an Area with a Flash, you need to apply Area Of Effect. The Stink Bomb isn't intended to do that; it's intended to affect a single target only. The Shrieker Alarm really shouldn't've been built with Flash at all; it should be a Hearing Group Image.
