In Champions Villains 3: Solo Villains Black Harlequin is given a VPP for his 'toys'. It is given as 45 Pool/40 Control VPP, yet the examples have several gadgets with an Active Cost of 45 points.
The way I understood the VPP rules, shouldn't his Pool/Control costs be switched around?
