Yes At the GM’s discretion, a character can create an Absorption or Aid power which specifies that some or all of the Character Points received go to improve the effectiveness of the Adjustment Power itself. However, the GM should review such powers carefully, and forbid them or require the player to revise them if they prove to be too unbalancing or too disruptive of game play. Can you elaborate?[/quote'] IIRC, it's a rules interpretation that says focused Characteristics are exempt from the doubling of cost if you also have Normal Characteristic Maxima. 5e Defender had NCM, and a total STR of 40 (15+25 OIF, IIRC), but didn't pay double for his STR over 20.
