I completely understand the prohibition against creating a VPP as slot in a Multipower.
I thought that the prohibition against using a VPP to create a Multipower was to prevent a character from dedicating one portion of the Pool points toward one ability and another portion towards creating a Multipower as a method to circumvent the need to purchase any portion of the collective "Cosmic" Advantages on the Control Cost of the Pool.
*Cosmic in this context = No Skill Roll Required (+1) & Powers Can Be Changed As A Zero-Phase Action (+1)
ACTUAL QUESTIONS:
Isn't a VPP built with the Cosmic Advantage and NO Limitations functionaly equivalent to a Multipower with an infinite number of variable slots?
If this is true, does applying a custom Limitation to limit the effective # of slots that can be swapped between "in the field" (vs. an infinite choice of swaps at a base) still make it illegal per your previous answer when the "Cosmic" Advantage is present?
