A Damage Shield won't Deflect attacks; Deflection doesn't cause anyone damage. There's nothing necessarily illegal in a Damage Shield that only covers a 60-degree arc, but you don't get any Limitation or point savings for it -- you simply define the Area Of Effect (personal Surface; +1/4) as covering less than the whole surface of the person.
