The Major issue I see with your decision not to stagger Phases for odd Speeds is the potential for a character with an 8 SPD to get 2 actions before another character with a 7 SPD. It was built assuming that everyone would get a Phase 16 (same as current Phase 12), but other than that, starting at SPD 16, you lost a phase in the order 1,3,2,4 looking both at the four groupings of 4 phases and the segments within each group. About as many as I have seen who are SPD 12. No, strike that. I have seen a few characters reduced to SPD 1 by Drain. The fact that a SPD 1 character is rare does not mean that you should not have a consistent structure for determining when they act. I would be happy if the table were drawn differently (perhaps 4/2/3/1 or 2/4/1/3 or 3/1/4/2 or whatever) but the more important point is that I think that 16 segments work better than 12. Scattering phases for each speed evenly over the turn generates a better flow of combat, IMO. 4 SPD moving every 3 segments has a better feel, at least for me, than alternating between 2 and 4 segment gaps. If that is the case, any character with SPD 1 won't get an action in the first turn. Speed costs 2 each up to 60 speed. Endurance costs the same with a mid recovery at the end of 12 seconds. Normal speed table is just repeated for each 5 times (so a speed 2 is actually speed 10, speed 3 is 15 etc). So people could stick to the 5, 10, 15,20 speed total or make a 8 speed person who is in between the 5 and 10. Very little change in the rest of the game (but I have not though it through that much ). Only tracking it on a sheet of paper could be problematic, but it doesn't runs into endurance/recovery problems (as 16 SPD chart does).
