Trigger and Universal Focus

The rules for Using Trigger Powers (6E1 351) state that a character who activates his own Trigger chooses the target of the power, but someone else who activates the Trigger becomes the target.

 

What about a Triggered power bought through a Universal Focus, for which activating the Trigger involves manipulating the Focus?

 

For example:

Blast 10d6, Trigger (Breaking Rune Stick; +1/4); Extra Time (1 Hour, -3), OAF Expendable (Easy to obtain new Focus; Carved Rune Stick; -1)

 

The concept is that the character spends an hour infusing a carved stick with a Blast, which is later released at a target by breaking the stick. Someone else can take the stick and break it, targeting whoever they want.

 

Is this a situation where Usable By Other should be added to grant someone else complete control of the Trigger, or would that be covered by special effect and the Universal nature of the Focus?

Generally speaking that sort of thing is best left to the GM's judgment. If a character frequently lets other people use his Triggered power against targets, then some form of Usable On Others should be required. If it's just something that happens a time or two during the course of a campaign, I doubt most GMs would require UOO.
