Okay, it is either because it is 1AM in the morning or I am missing something obvious. Change Environment in 5ED has a "multiple combat effects" adder, and in 6ED I see it is gone. Is there a way, other than simply me deciding to bring it back, I could emulate the same thing with 6ED rules? I notice "Varying Combat Effects" is close, but that still limits to being one specific combat effect at a time; you can't get a 'pool' of sorts and then re-allocate it as desired for a final effect.
So, basically, do I need to have the Varying Combat Effects adder AND buy multiple effects to properly define the final results or what? How do I get a power do be able to affect DEX rolls and movement powers, but not always in the same ratio?
