Variable Limitations - Increasing existing limitations

I understand that with variable advantage, you can't remove a limitation. What about variable limitation?

 

1) Can variable limitation increase an existing limitation? Ex: I have a spell with extra time full phase and variable limitation. Can the spell be made to be extra time 1 turn?

 

2) Can variable limitation be used to remove an advantage? I have a EB with AoE radius, can a variable limitation remove the AoE?

1. With the GM’s permission, a character can use Variable Limitations to increase the extent or severity of an existing Limitation on the power.
