the 5E Bestiary has rules for swallowing whole and I'm sure the 6E Bestiary does as well. Basically, big creature does a Grab with it's mouth, and if the grabbed creature is small enough, it can be swallowed. Swallowed creature takes damage while inside the other creature.

D&D types swallowing, where you have to cut your way out but don't damage the creature in the process:

Entangle that does not restricts Foci (or only not small).

And a linked/limited Acid and Crushing Damage attack from the digestion process (APG has rules for Additional SFX, so you don't need a compound power here).

 

When limited to one person at a time, you could even make it as a multipower. No idea about the limitations value.

About "Additional SFX" (APG 138):

Depending on where acid and crushign damage are (how common), this could be up to a 3/4 advantage. And the attack only deals damage once, against the weakest defense (not nessesary using the SFX with the highest damage after defenses and vulnerabilites).

 

Trigger:

The acid and crushing damage of the digestion process will need trigger, with autoreset. Otherwise digesting will require a attack action and/or stop when th dragon is K.O.. This naturally will cost a lot of points (but it is an attack that costs not action on the dragon, so that is only fair).
