Neither of these organizations are considered part of the current official Champions Universe. Not only have they not received updates to their background or stats, they haven't been mentioned in any published 5E or 6E book. Other organizations do exist with a bit of overlap in their roles with these two earlier ones, but they're definitely not the same. IIRC the rights to the Circle and METE currently belong to their creator, Aaron Allston, as part of his Strike Force campaign universe. (Aaron has been working on publishing a new Strike Force sourcebook on and off for years, but is currently far too involved with other things to deal with it, and Hero Games management has said it has no plans to publish SF in any case.) METE was given a partial update to 4E in the Alien Enemies sourcebook -- that's its last published mention. I remember thinking that many of the ideas in the 1997 movie "Men In Black" seemed to have been presaged by M.E.T.E. way back in 1983, and thought it was an interesting concept that was intriguingly described in that early 80s organization book. I did update the 3rd editon Circle character to 4th edition rules, maybe that helps a little getting them closer to 5th and 6th.
