Well, the Edomite's KS of the Greater Mysteries is 20-, so it's hardly that he doesn't know his organization. However, you may notice that no other member of DEMON written up in the book has that particular KS higher than 20-, even members of the Inner Circle and the Inverted Trinity, whether it's based on INT or not. Allen Thomas may have wanted that to be the maximum for anyone in DEMON. If the Edomite used the same point total for it but based it on INT, it would have been 22-.

Not everyone considers point efficiency to be a priority in HERO. Some folks just buy what they think is appropriate, and let it cost what it costs. ;)

It also bears noting that this means the skill level won't change if his INT score does ... say, if his mind starts to go (INT reduction). He knows what he knows.

The most extensive development of DEMON pre-5E would be in Classic Organizations. There's quite enough material there -- organization, agents, supervillains -- to make DEMON a major part of a campaign. It's also signficantly more "four-color" than Servants Of Darkness, if you prefer that style.

 

The old Organization Book, PRIMUS and DEMON, contained a sketchier version of the group for pre-4E, with some structural and mechanical differences from what's in CO. Those elements were further elaborated in an adventure for 3E Champs, Target Hero, providing new agents, demonic beings, and a more experienced Morbane, Hieronomous. The 4E adventure Demons Rule also added a major leader in the DEMON hierarchy, Lord Thorn.
