It's been a while since I read Greek mythology, but I don't remember Zeus being that evil. OK he was a jerk who tended to punish people for things beyond their control. Yeah he was spiteful and petty but so were many gods of many cultures in that time period.

 

As a twist, make this new Zeus not that powerful when compared to modern superheroes and science. He would be powerful enough to inspire legends in an earlier, less developed time, but his power didn't grow with the mythology. Sure, a lightning bolt and causing a flood in a (by today's standards) a small city is impressive but it's nothing we haven't dealt with before. More importantly humanity is starting to take control over its own destiny and defying the gods. If Zeus says, "I shall flood New Orleans." you can bet even ordinary people are going to try and keep that from happening. And you know, I bet they'll succeed and comment how Katrina was far worse.

 

And won't he be surprised when a squad of Army Rangers climbs up Mt.Olympus to give a demonstration on how being immune to arrows and spears doesn't protect you as much as you think from sniper rifles and LAW rockets.

 

Besides, with how lustful Zeus is suppose to be all you'd have to do is give him an internet connection and a credit card and he won't bug anyone for some time.

Well, the simplest manifestation would probably have the avatar in the eye of a massive hurricane, headed straight towards whomever his nemesis was. Windspeeds of 220+ mph, unusually high electromagnetic activity(lots of lightning strikes, disruption of electronics and power within the radius of the storm), unusual durability. The heroes have to becalm the avatar of Zeus' will before half the eastern seaboard is destroyed. A beautiful female PC would probably at least be capable of distracting it for a while.

As various people commented Zeus is all about teh wimmin. However, he also used to keep an eye on some of his progeny: you could have his motivation centre around a descendant - either aiding him, or if he's a hero, opposing him.

Oh ah? Well, Blue Streak would be up for the challenge. She'd probably consider it the crowning achievement of her careers, as well. She never expected to do it with a god. . .

Why just introduce the incarnation of Zeus? Why not open the field for a Re-Awakening of the "old gods." In their primal forms, they side with no one but themselves and are on the search for a way to re-establish their dominance. Be it by finding their previous avatars or by taking on new. And if that wasn't a big enough issue, even more arise when the PC comes to learn that one of the incarnations is close to establishing a new avatar and if this particular one does, it will be able to a) prevent the others from doing so and B) take on their powers such that it may as well be several gods at one. So, even if you make the raw power something than can be dealt with, the Avatar would still pose a problem given its sentience. Moreover, an avatar that contains multiple power sets would pose an grave threat. But one that the PCs can come to learn and hopefully nip in the bud. : )
