He's using it to gather information (Clairvoyance). If he's going to use it to communicate with others as well, you might need to add something else as well. Are you "seeing into the Internet Dimension"? Are you building "The Web" as some kind of dimension they will manually have to search through with Clairsentience? For the record, this is one of those things I don't usually charge the players for since they can get it as Everyman equipment (Cellphone). The exceptions are those that want some kind permanent headlink to the Internet, in which case they will probably end up with a lot of other powers to go with it... You said no Perks but I'm just going to toss out the Access Perk generally works well. Instead of Access to something high class you just have a roaming Wireless Access at large and don't have to worry about getting to a terminal. Amount of success determines how quickly/accurately the information is retrieved. FYI, you also need to be careful about giving the players access to scads of information. Often you can do a lot more than just get information: you can change the information that is out there; you can control things; you can communicate with people; you can disable others' software/devices/access. HRRP, Mind Scan ( Extra ECV, Machine Class of minds, needs wireless broadcaster), Telepathy (RSR, Machine Class of Minds, Needs Wireless broadcaster) and Extra ECV for Telepathy only. Season to taste. the PC in question is a genius hacker type, so he needed a bit beyond just a simple link to the net.
