First was a commissioned piece for the second release of "Halt evil doer" a Mutants and Masterminds book. He's a big time arch villain called Count Reich, bit of a homage to red skull but with necromantic abilities. A classic example of a Rottedweiler if ever there was one ()... I originally saw the word in one of Tom Clancy's books (The Bear and the Dragon); the impression I got was that the word meant uncivilized or uncultured (or just downright barbaric). As for the spelling, it's possible that I left out a letter when I was typing it in; it should probably be nekulturniy.
