It was the CHAPMIONS 3rd edition rulebook (the one before Chamions expanded into the HERO System). I don't know if he was in the first or 2nd editions of the book, but he was there in 3rd. The character art in the 4e VIPER book does look rather effeminate, with a costume resembling a one-piece swimsuit and some somewhat ... prominent pectoral muscles and lips. He's also not in the original printings of Enemies or Enemies II. The first appearance I can find is in Champions 3rd Ed. on page 122.
