Minute Man is a brick, max human normal, all the time. then he has little pills he takes, to jolt his Stats up to superhuman levels. he's an homage to the old Hour-Man type hero from the Golden Age. Tejas Twister gets his powers from stolen native american artefacts. the reason he fights crime in virginia is because he's cursed to never set foot in (western tribes) territory ever again. Blue Flame is a reasonable generic flying energy projector, as is Obelisc vis-a-vis a brick. NEPTUNE CITY debuted at Mars-Con this year in january. It's an interesting choice to use the athletic build rather than the super, but I think it's a good choice for his base form.
