One of the largest "factors" in the Beam Limitation is that the power must ALWAYS be used at full power. Even though Beam has a few other bits tacked on for attack powers (eg cannot spread, etc) the smallest Limitation is -1/4 and is appropriate for "Must be Used at Full Power."
