Here the Vampire has a different mind. This is also not general knowledge/the normal state of things (or they would have covered that in Roys Academy). A very different state from being dead. More specifically sentient undead. I do think thiere soul was still bound to thier body. Otherwise you could revive someone (using sufficiently powerfull magic that can make a body from nothing) while the Vampire is stil running around. And all magic requires the soul to be "free and willing". With explicit notion that a being currently revived as any form of undead is not considered "free". While Raise Dead (the lowest level revival spell) cannot revive a being that was once undeadified, all the higher ones can. Even the one that requires no body (9th Level).
