I gathered (accurately or not) that unless a USer is personally and specifically invited to submit an application, it is a waste of time and (back in the day) postage to apply for a job outside the US and Canada. This was, admittedly, in the 1980s and 1990s, when I was last actively perusing the academic job ads. Postdocs (explicitly short-term closed-end positions) you could apply for if your advisor told you it was OK (which meant he'd been in communications with the Senior Honcho over there and explicitly mentioned your name). More permanent positions, what with citizenship requirements and other pressures, again, if you were told explicitly that they wanted to you to apply, then you'd be considered.
