I'll have to puzzle over what that means in HERO system. It'd be easy to compute the non-combat multiplier value, but it's not a non-combat speed. IT works out to be about a factor of 42 billion between 10" of Running and continental drift speeds. That's about 35 doublings, but Running doesn't work that way.
