As evidence for which, I have a specific tactic I use to combat it: fill all parts of my universe with commonly-used devices. E.g., nail clippers. Once there's enough of them, there's always one where you want it, net transport diminishes to zero, and you're good. Not sure I have succeeded in implementing this tactic with anything more expensive than a couple of bucks apiece, I concede.
