That tends to happen when all the franchises in an area are held by one outfit (usually a closely-held family corporation), and something catastrophic happens (e.g., death in the family, and the probate is messy). That's a franchise-wide thing. The owner wants people to be able to have Sunday off to go to church, spend time with their families, whatever.
