Progress implies linear time, what about if progress was circular instead?

Then it would be decoupled in some sense from what might be called uniform or linear time. This is actually not a new situation; you would be back to the distinction between solar hours and water-clock hours, which were well understood to be different even in late Egyptian times. In effect, what you describe is the initial distinction between the need for the seven "prayer hours" interspersed through the cyclic (and variable) solar day by the Benedictine monastic rules, and the artifices (water clocks, which meter off equal intervals of time more or less uniformly) used to maintain those hours diligently when the sun or sky was unavailable. Approximately everyone knew the two were related but different, and what influence that had on your activity varied by who you were, what you were doing, and why you were doing it.
