A court prohibited the previous owners from going into the site and removing the radiation unit. The new owners did not provide adequate security to the site, nor care that there was a very hot radiation source there. So, IMO, they did all but put a big "STEEL OUR STUFF" sign on it, and the court failed to recognize the drastic public safety hazard their order permitted. They were looking at an IR spec and saying "This confirms the presence of acetone at the crime scene" and I blurted out, "No it doesn't! There's no carbonyl peak at 1700!"
