What McCarthy wound up doing was trumping up charges against quite a few innocent people which made looking for the real culprits much harder. Some of the people he went after were guilty, but it's like the police chasing a bandit into a movie theater and charging everyone inside. The high-level penetration of the British is notorious. I've never looked carefully into the situation, but I have the impression that even now it's more or less impossible to find an accurate and dispassionate evaluation of how many Soviet (and Chinese and Warsaw Pact) agents there were in US government positions in the 40's through 70's.
