He's a stunt man who stole a lot of props from the Universal lot and tormented the heck out of Peter Parker back in the day. Taught Petey a thing or two about his spider-senses. I never remember him actually simulating mental powers of any sorts. His illusions were always visible to everyone, he just knew how to make them look very realistic. Then he'd have robots and gadgets to do actual harm. And he always seemed to have some kind of master plan with a conveient deathtrap/base setup whenever he revealed himself to Spidey. He didn't just appear robbing a bank unless it was part of a more elaborate scheme. I'll agree he wasn't a super-genius, but he was cunning. I think a lot would depend on how "perk-y" one wanted to get with him; Mysterio always seems to have plenty of Bases where he can set up his gimmicks, and if you make him pay for that it could come to a tidy sum. He'd have a pretty substantial Gadget Pool, too. I'm not sure I would denigrate his intelligence and physical capabilities so much, either. A lot of the doodads he comes up with show considerable inventiveness, and familiarity with chemistry, biochemistry, electrical and mechanical engineering, optics and acoustics. Much more so than a guy who just steals movie props IMO - remember that he used to design these things for film companies. He was also a top stuntman and makeup artist, so Disguise, Acrobatics and Breakfall would certainly be necessary. He also seemed to have enough HTH combat training to survive at least brief periods in combat with Spidey, albeit usually with the help of some of his gimmicks. For a guideline, I'd suggest taking a look at Mirage from Conquerors, Killers and Crooks. Her background and M.O. are almost identical to Mysterio's (without the Spider-Man fixation). She's built on 559 points; how she would compare to Mysterio would depend on how much of her gadgetry you think should port over to him. I mean, I can remember Spidey-Mysterio stories where Spidey literally lost track of up and down because Mysterio's illusion was so good.
